it's now out, obviously, but the investigation is just getting under way. we're getting reports of some injuries in that fire. we're still waiting for more details and of course will bring them to you as soon as we get them. governor jerry brown signing a new law today which creates new rules for cars that drive all by themselves. that's right, they drive themselves. bob redell is live at google headquarters in month viuntain where the governor will sign that bill. >> reporter: basically giving you permission to take your hands off the wheel, assuming your car is autonomous. this is the type of technology google is pioneering at their headquarters in mountain view, which is why the governor will be here later this afternoon to sign into law sb-1298, better known as the robot car bill. this would allow companies like google to have self-driven cars on the road as long as a human is in the driver's seat. it would also require the dmv to

come up with rules governing these cars. google has been testing autonomous cars on the roads of northern california for quite some time but it has needed special permission each time from local authorities to do this. starting next year, it no longer leads permission because of this new law. the bill is not without its critics. there are privacy concerns because in the future autonomous cars must share data with other autonomous cars to avoid collisions on the road. we're talking about gps and sensor information that would be collected and disseminated from a central location basically tracking your movement. an amendment does require the car maker to tell drivers how it shares that kind of information, but there's this group called consumer watchdog and they think the amendment needs to do a better job of protecting our future robot car owners from hackers. they also question whether this amendment adequately addresses the issue of whether that gps information would be available if the car were, let's say, not in its autonomous mode and you

actually had your hands on the wheel. again, that signing today, this afternoon at google headquart s headquarters. the governor will be here to sign this new law at 1:00. reporting live, bob redell, "today in the bay." now to decision 2012. this morning president obama will try to boost his political standing during his final international speech before the november election. we've got new video of people arie arriving at the united nations general assembly in new york city ahead of the president's speech. the president is expected to talk about the recent attacks in libya that took the life of u.s. ambassador chris stevens. the president also expected to deliver a new warning to iran to suspend its nuclear program. coming up at 6:30, we'll have a live report from washington, d.c., with specifics on what the president is expected to say and how it will impact the race to the white house. in the meantime, mitt romney giving a speech at the clinton

global initiative this morning. romney is expected to outline his plans to rework the u.s. foreign aid system. president obama is also expected to address that same audience later this morning. also today, more blame and some finger pointing for the cause of a massive fire at the chevron refinery in richmond. the manager of the refinery says the chemical makeup of a corroded pipe is to blame for that fire. the manager says that pipe had a low silicon content that went undetected during the company's test. now, at a packed public meeting last night in richmond, neighbors shouted down a chevron official and a panel of experts who came to give an update on the fire. but the people there, they were so angry about reports of a federal probe into whether chevron actually allowed pollutants to bypass monitoring equipment and then burn off into the air. >> the amount is so small that even if it were metered, a report would not be required and

it presented no public health risk. >> two years ago the bay area air quality management district fined chevron $170,000 after discovering the company did bypass air monitors 27 times. a san jose man goes to court on charges of slowly poisoning his girlfriend at a san rafael nursing home. police say 67-year-old robert lockridge brought his 63-year-old girlfriend bottled water laced with chlorine. he apparently told her it was a vitamin drink. lockridge was arrested after nurses at the facility became suspicious and tested the water themselves. oakland police have a second man in custody in connection with a deadly restaurant shooting near jack london square. officers arresting lamar fox earlier this month. they say fox and clem tompkins fired assault rifles into sweet jimmi's restaurant back in april of 2011. bill jenkins and adams williams

both died during that shooting. five others were injured. both fox an tompkins are awaiting trial. police are offering new clues into what led up to a controversial shooting in san francisco. at a town hall meeting, police say the man injured by police last week in the mission district was a parolee and a gang member who was on his way to take revenge for a recent killing. officers say they shot the man when he pulled a pistol from his waist band and turned towards an officer. the shooting sparked a va vie tee -- variety of protests. the police chief addressed concerns from neighbors saying officers didn't do enough to keep protests from getting out of hand. >> our officers didn't sign up to take bottles and hammers from people while they're trying to keep the peace. especially by coward that say would mask themselves up and then say that if we unmask them, somehow we're depriving them of free speech. >> he said he wants to improve

response times the next time a protest turns violent. he also asks for the public's help in identifying masked protesters. one east bay city is drawing up brand new rules for pot clubs. san leandro leaders drafting an ordinance for medical marijuana dispensaries to operate in the city. a moratorium on pot clubs expired at the end of the month. city leaders say they are using both oakland and the state attorney general's guidelines on pot clubs as a model for these new laws. time to check the forecast with meteorologist christina loren. how are we looking? >> we're looking pretty good where you can see this morning, laura and jon. we've got some fog out there and it's being forced right to the surface. you can actually see the sky above the low clouds this morning. high pressure pushing it right down to the street level, so this morning we've got about half a mile of visibility in gilroy as a result. elsewhere we're looking pretty good for the time being but are expecting the fog to get even thicker between the hours of 7:00 and 8:00, it looks like.

san francisco to oakland will be mostly cloudy at that point. we're not going to see a whole lot of fog today. by noon to 1:00, completely clear over the peninsula. you'll see that marine layer just lurking off the coast. today looks good, though. 80 degrees at noon in places like livermore. you'll be at 89 degrees, much hotter days ahead at 4:00 p.m. i want to point out it's going to be beautiful sunrise this morning. we'll show you the pictures. first we want to take you outside and check the drive with mike. at least visibility here of the toll plaza is just fine and you can see the east shore freeway as well so you have the cash lanes building. let me show you the map near the area. west 580 coming toward the maze, disabled vehicle over on the shoulder at interstate 80 so it sounds like traffic is moving smoothly past that scene but stay to your left as you pass. west 80 your commute direction, the off-ramp there's a minor accident there. no injuries reported but two cars on the shoulder. a distraction at the off-ramp and likely for traffic passing

welcome back, everybody. military leaders would like to flex their power and get junk food out of schools. more than 300 retired generals and admirals releasing a report called mission readiness. they say they believe junk food is the cause of childhood obesity, which eventually leads to many young adults who cannot serve in the military, ultimately putting national security at risk. the report says 26 million people between the ages of 17 and 24 are overweight or obese. military leaders now say new federal guidelines on school

about. it involved 2,000 workers and 40 people were injured. today workers started with business as usual but there are lingering signs of the riot. the factory is still surrounded by police this morning and some gates flat on the ground. windows were smashed. a former intel executive will not have to go to jail for revealing some secrets about his company. >> scott mcgrew, it's part of that huge insider trading case. >> a case that gets surprisingly little attention here in the bay area, even though it was centered in mountain view. a judge said rajeebroel has to spent two years on probation for revealing company secrets. this man recruited many company execs in an insider trading scheme and is serving 11 years in prison. the u.s. calls this the biggest insider trading case ever in u.s. history. just a few minutes ago, the

prestigious schiller study released its latest data on home prices in the united states. it's honestly such a short time ago, we are still krumpcrunchin numbers but we will tell you about where san francisco stands in just a minute. meanwhile, demand for housing this san francisco is so high, some people would be willing to live in an apartment as small as 220 square feet. pool table is 25 square feet so nine pool tables big. christie smith is live in the city. the board of supervisors will decide today whether to allow that? >> reporter: we were doing some calculations in the truck in between hits and this is about the size of a very large rv or maybe nine or ten pool tables. about 300 square feet for one of the larger units. this is the cubix building south of market and we have youtube video of the features inside these tiny condos. today the board of supervisors will consider changing the city

code to make them even smaller, about 220 square feet would be possible for one of these units. now, there had been some protests in san francisco before with people saying it will drive families away and schools will lose money over this. others say it's an affordable option for single people looking to break into the market. some of these units, 300 square feet with a mini fridge, burners, two of them, a sofa bed, not a bed. bathroom and a wardrobe, not a closet. these might go for about $1200 to $1700 a month compared to about $2,000 for a more traditional studio. certainly not anything for an antique collector or collector in general, but i guess if you can pare down your items, it might work for you. >> christie, thank you. other news, facebook shares fell in monday's trading by nearly 10% to $20.79.

not the lowest they have ever been but enough to trigger circuit breakers on the nasdaq restricting the way facebook shares are hold by traders hold short positions. it's complicated and i could spend five minutes explaining it, but i would be tripping my own producer's circuit breakers on that so there are some restrictions on facebook stock. >> we know people have got to get out the door this morning, although i'm sure fascinating. a big announcement from tesla. they are unveiling they're new solar powered charging stations. the supercharges will make refueling electric cars about as fast as stopping for gas and a bathroom break in a conventional car. the first six stations are located in gilroy, folsom, barstow, l.a., cajon ranch and harris ranch. tesla hopes to have more stations up and running in california and parts of nevada and oregon by the end of the year and the entire united states by the end of 2014. >> all right, turning to some

different news, how about e equals mc squared. rippi ring a bell? albert einstein, widely known for that brilliant mind of his. >> and now people can study his brain in detail through modern technology. there's an ipad app that has detailed three-dimensional images of einstein's brain. it was taken from slides made of slices from his brain. the doctor who performed the autopsy had hoped future scientists could unlock the key to his mind. the maker of the app says proceeds will help fund the national museum of health and medicine. >> interesting. >> isn't it? i don't know if you know what you're looking at. >> i'm not sure if albert einstein knew his brain was going to be filleted like a filet mignon when he was done. >> thank you much. we're looking good out there, we've got a good-looking day shaping up. it is going to be a little hot

inland but if you live here, san jose, 80 degrees. kind of sliced right in the middle of the bay area. temperatures are going to be perfect until you head to the extreme east bay and it gets a little on the hot side. upper 80s today and i'm going 89 in livermore, so very close to that 90-degree mark. 53 for now. if you wanted to get outdoors, do some jogging, make take your dog for a walk, it's a good time to do so. and our snr sunrise is just before 7:00 a.m. it sets about 7:02. so we're getting about 12 hours of daylight. the next few weeks we're getting shorter days and cooler weather. right now i wanted to point out where our winds are coming from, mostly from the west an that's a good-looking sign we'll see a nice ocean breeze today. we stop the clock for you at 4:p.m. and you'll notice the yellows and oranges. starting to get heavy wind speeds, 10 to 20 miles per hour, gusting to 35 at times so that's going to feel good in san jose, livermore and concord later on

when your temperatures reach the 80s. so today looks good. high pressure still in control. we still have onshore flow. that's why we're getting that sea breeze. that's why we're only seeing a few cities reaching that 90-degree mark like fairfield. we get offshore flow as we head through the end of the week. that means temperatures will exceed the 80-degree mark potentially in places like santa cruz. i'm talking about right on the ocean. as we head through saturday and sunday, it's going to get hot around here. look at saturday, 97 degrees. the next week is looking interesting. we've got a storm system trying to inch its way closer to the bay area. if it gets here, we could be talking rain as of next week, so things are changing now that fall has arrived. 6:20, it's changing at this time on your drive. >> changing sometimes for the better and sometimes like this. this is westbound 80 as you're passing by apian way. we have an accident in your slow lane and this is adding to the slowdown away from hercules heading towards san pablo.

we just have a build of traffic westbound, your commute direction to the bay bridge for interstate 80 and the berkeley curve. coming off of 580, a new accident just before you get to interstate 80 and the maze itself. because there are two cars involved, one is on the slow lane, one is over on the fast lane so folks are getting by in the middle three lanes. that's what's causing the slowdown basically from 24 all the way over to the maze itself. the backup at the toll plaza, we take a look an things are shaping up in an odd fashion. these are the fastrak lanes. here are the cash lanes. these cash lanes between the fastrak and hov are open right now. stay over to the left. the metering lights are on so there will be backup forming in the next 20 minutes. live look outside, the volume is southbound with the headlights starting to really build up here but no slowing, still close to the limit at fremont and south of hey wary. here 101 moves nicely as well but the volume moves to palo alto but no slowing as you head up into the city. watch the coast, likely spot

welcome back, everybody. you've heard the expression a blown call. well, we got it right here. the nfl may have reached its breaking point with replacement refs called in to officiate the games while the real pro referees remain locked out and it's a very ugly situation. at issue, the most recent one, this controversial call. seattle's wild win last night. they were handed the victory. the receiver golden tate there for seattle awarded a touchdown. why the referees did that, i do not know. they have replays, that's what they're for. a packers safety actually caught the ball. tate should have been called for interference. look at the ref, 55 them the touchdown. seattle steals the victory. pete carroll, former usc coach there, very happy but a lot of people angry over the call. found all over the internet including this craigslist ad. it jokingly written on behalf of the nfl commissioner seeking

and right now we hit it right on time. the new york stock exchange, the opening bell there. child plus teacher equals hope. i like the sound of that on this tuesday, september 25th. this is "today in the bay." it is 6:30. good morning, everybody. i'm jon kelley. >> and i'm laura garcia-cannon. we begin with decision 2012. the number one issue for american voters is said to be the economy. but the focus of the race for the white house turns to america's place in the world today. president barack obama will address the united nations general assembly at 7:00 this morning. governor mitt romney will give a foreign policy speech at the clinton global initiative. tracie potts is live on capitol hill this morning with the latest. good morning. >> reporter: good morning, laura. good morning, everyone. now, the president's speech a big deal today not only pabecau of foreign policy but also

politically for him we are told and have seen excerpts of it that the president will address the crisis in the middle east and we need to take a deeper look at the cause of that crisis. also he'll denounce the violence that we've seen in these protests saying that no video justifies an attack like that. however, he's been criticized for referring to these problems as bumps in the road. here's what mitt romney said. >> these are not bumps in the road. these are human lives. these are developments we do not want to see. considering any of those events as bumps in the road shows a person who has a very different perspective about world affairs than the perspective i have. >> reporter: now romney is delivering his own speech today in new york, not at the u.n. but at the clinton global initiative where he plans to talk about foreign aid. all the money that we give out to other countries, developing nations. he will say that we need to tie that assistance to trade barriers, those countries getting rid of trade barriers so

small businesses, american businesses can come in, make money and create jobs. jon and laura. >> tracie potts, thank you very much. when we were kids, it was something we only saw on "the jetsons." cars that drive themselves. bob redell is live at google headquarters in mountain view where governor jerry brown will sign a new law for self-driving vehicles. it's true, isn't it, bob? >> reporter: good morning, jon. it's appropriate that he'd be signing here in google headquarters because it is google that has been pioneering these autonomous driving cars. this bill known as sb-1298, better known as the robot car bill, will be signed by jerry brown here in mountain view at 1:00 this afternoon. the bill will allow companies like google to test self-driven cars on the road as long as a human is still in the driver's seat monitoring the car's operation, make sure nothing goes wrong. the bill also requires the dmv to come up with rules governing these cars. google has been testing

autonomous cars on the roads of northern california for years now but it has always needed special permission from local authorities to do so. starting next year that will no longer be the case. in about 20 minutes we'll tell you why this bill does have its critics. there are, of course, privacy concerns. we'll address that shortly. again, bill signing by governor jerry brown here at google held quarters in mountain view, 1:00 this afternoon. reporting live here at google in mountain view, bob redell, "today in the bay." 6:33. san of supervisors will decide when to hear the misconduct charges against suspended sheriff ross mirkarimi. they are considering a special hearing to hear the charges on october 9th. mirkarimi was suspended after a domestic violence incident left his wife with a brooud arm. mirkarimi would be removed from office if nine of 11 supervisors vote against him. san francisco mayor ed lee filed those misconduct charges against mirkarimi, but the board hearing

could put him in the hot seat of the "san francisco examiner" reports some current and former city officials claim the mayor perjured himself when he testified to the ethics commission back in june. mirkarimi's lawyers are asking the board to subpoena four officials for the october hearing, including former board president aaron peskin. peskin said a member of lee's staff approached him and south dakota if mirkarimi would be willing to step down as shifr and take another job. according to peskin, mirkarimi agreed if he was named undershaefunde undersheriff. peskin said lee refused. we are almost to october but christina loren tells us it feels like july, august. >> 6:34. this is mt. diablo. look at all this fog. the low clouds settled right to the surface. above those clouds just some high, wispy clouds. that's what we're expecting for today, lots of sunshine, a

little bit of cirrus out there. eight miles of visibility in san mateo right now. we're looking good in terms of visibility everywhere except for gilroy. so travel really cautiously between morgan hill an gilroy and over the pacheco pass as you head east. it's getting pretty thick out there as well. so 50 at oakland, we're at 53 to start you out in sunnyvale and 54 degrees in san francisco. highs work out like this today. we'll be at about 89 degrees at 4:p.m. inland, 76 bayside and 69 at the coast. we have much hotter days ahead, triple-digit heat on the way for parts of the bay area. we'll tell you exactly when and that that means coming up. first let's check your drive. folks, look at this, a pretty good morning at the coliseum stretch for 880. but just south of here, let's take a look at the map. we see some slowing south of that castro valley y. now right there near 238 there is report of an accident involving four cars off to the shoulder now and that is the

stretch where we're also seeing some slowing, likely a distraction. that could cause an impact for castro valley as folks on 238 are slowing. yesterday was a tough drive. we'll track it again this morning. expect more slowing as well west 580 approaching the maze. still reports of cars blocking at least your slow lane, maybe your fast lane as well getting through the middle there heading toward the bay bridge toll plaza. we'll get a live look outside and see how things are shaping up for san jose. north 101 the volume picks up so the speeds are coming down. 101, 87 and 85 your typical south bay routes. traffic tuesday really kicking in, guys. sending it back to you. 6:36. still ahead, bay area men busted in the heartland. a big load of drugs that sends them to jail. also a fast-moving fire turning very deadly as firefighters try to get the upper hand on what is just an out of control blaze. and a coal mine disaster in china. the cable snap that sent 20

new this morning, a snapped cable sends 20 coal miners plummeting to their deaths in china. there are still photos taken at that scene in northwest china near beijing. a steel cable pulling two

carriages full of miners simply snapped. 34 miners were on board. only 14 of them survived. coal mining very, very dangerous in china. almost 2,000 coal miners died in that country last year. the government has worked to improve safety standards, but rules too often ignored. a california wildfire has turned deadly this morning. firefighters found the body in a home destroyed by a fast-moving wildfire in southern california. the shockey fire has burned at least 2,000 acres and more than 30 homes near the san diego/mexico border. the fire started two days ago. no word on what sparked it. the person who died has not yet been identified and the fire is about 10% contained. two oakland men now behind bars in nebraska after state troopers seized 65 pounds of marijuana from their car. the nebraska state patrol says they searched the car after pulling it over for speeding. troopers say they found four

about 11:00 last night. it's out now, as you can see, but the investigation just getting under way there. we are getting reports of some injuries that occurred in that fire. we're still waiting for more in-depth details. we will bring them to you as soon as we have them. the east bay private i at the center of the dirty cop case will learn his fate today. christopher butler will be sentenced this afternoon. he pleaded guilty earlier this year to seven felony charges, including drug possession. butler admitted to robbing prostitutes and setting up a massage parlor in pleasant hill that provided sexual services. a co-defendant in the case, former san ramon police officer louis lombardi was sentenced to three years in prison for his role in that scheme. parents at one elementary school are still uneasy after san mateo police say 25-year-old bradley morzak abducted a 9-year-old student from parkside and assaulted her. investigators say soon after the fourth grader was able to escape

by kicking him an then she was able to run back to the school. police arrested him late friday night after learning he was a potential suspect in two incidents at other san mateo schools. parents right now are praising the young girl's actions. >> she did the right thing. she did what she had to do. obviously it worked. you know, her parents and whoever taught her to do this did the right thing. >> well, the teachers at the parkside elementary school spent a part of their day teaching their students stranger danger awareness, making sure they all know what to do if a stranger does approach them. meantime, new details this morning into what police found at the home of an elementary school principal arrested on drug charges. police say they found ten hidden cameras, including one tucked inside a teddy bear at eric lewis' san francisco apartment. officers say they also found meth and date rape drugs. lewis was arrested friday after

allegedly offering to meet an undercover agent for a drug deal. he's now on unpaid leave from montague elementary school in santa clara. he's charged with five felonies. and in san francisco, a teen right now recovering after being shot in both feet. police say the 14-year-old was struck during a drive-by shooting on sunday night. this all happened near a playground at the corner of hayes and buchanan streets. that teen was taken to sf general hospital where he suffered from non-life threatening injuries. so far no arrests have been mae. uc berkeley police are asking for your help in catching a man wanted in a pair of robberies. take a look at this suspect photo. kody alan smith pretended to women just hours apart on erent september tenth. he allegedly threatened both women with violence if they did not withdraw cash from an atm inside the golden bear cafe anatomy beckon the berkeley campus. there's his photo. luckily neither woman was hurt.

97 degrees. so make those beach plans now and get out there early. count on a lot of company. let's find out where the highways are the most busy this morning. >> we're all tied together as far as the highways go so here's that ripple effect i talk about. the accident for west 580 as you're approaching the maze causes this backup. now, we still have cars in lane causing a backup for west 580 which causes a backup for west 24 coming off of highway 13. this may in turn have some people bailing on to ashby avenue and taking it through oakland and berkeley so keep that in mind if that is your travel route. more problems now for 880 southbound. we talked about one, now two accidents in san lorenzo on the southbound side. that causes more slowing coming out of san leandro down in toward hayward and also slowing off of 238. now we have the backup again for the second day in a row back past redwood road as you're passing westbound 580 in through castro valley. we're also looking at slow

like google to test the self-driven cars on the road as long as a human is still in the driver's seat to make sure nothing goes wrong. it also requires the dmv to come up with rules governing these cars. google has been testing these cars for several years but has always needed special permission from local authorities to do so. starting next year, no longer the case once the bill becomes law. this bill is not without its critics. there are privacy concerns because in the future, autonomous cars must share data with other autonomous cars to avoid collisions on the road. we're talking about gps an sensor information that would be collected and disseminated from a central location, basically tracking your movements. an amendment to the bill requires the car maker to tell drivers how it would share that kind of information, but there's this group called consumer watchdog and it thinks they need to better protect robot car owners from hackers. they also wonder does this adequately address the issue of whether or not the gps information would be available when you're no longer in the
